Abstract: In
this article, we will refer exclusively to the procedure for the endorsement of
normative acts having the force of law adopted either by the Parliament as
primary legislator or by the Government as delegated legislator.
The procedure for the endorsement of normative acts having the force of
law has been gradually constitutionalized bias of the case law of
Constitutional Court. We refer to the case law on the endorsement of normative
acts having the force of law by authorities of constitutional rank, whose power
of endorsement is provided either by the Constitution or by
infra-constitutional laws and the case law on the endorsement of normative acts
having the force of law by authorities of legal rank, whose power of
endorsement is of a legal nature.
Other types of administrative
operations necessary within the process of drafting/adopting normative acts
having the force of law were carried out by external authorities ultimately
aimed at improving the quality of the law by involving competent authorities in
decision-making in specific regulatory areas.
