For a short period (few months and even the same day), Romanian constitutional judge adopted different decisions concerning the administrative litigation. Successively, the Constitutional Court declared that administrative acts can also be verified by ordinary courts and then that only special administrative courts have jurisdiction in this matter. On the same day, the Constitutional Court ruled that a compulsory juris¬diction cannot be qualified as an administrative body, being unconstitutional, but also ruled that compulsory administrative jurisdiction is not unconstitutional. This chaotic and without motivation evolution of the constitutional case-law is contrary to the legal certainty, fundamental principle in a regime based on the rule of law.
