Despite considerable variations of the legislation and natural evolutions of a case law which covers more than 15 years, the general tendency of the Romanian constitutional case law in the area of local autonomy seems to consist in the preservation of a high degree of discretion in favour of the legislative power, somehow irrespective of the normative provision of article 120 of the Constitution.
